How to add special text

I set my config file with ISO-8859-1 but i still can't use this letter "è" in the chat..
There's a way to add to the advertising.cfg, for instance, a hex or utf code? How?

By default, the bot_messages_encoding is set to UTF-8. I recommend to set bot_messages_encoding again to UTF-8 and save the advertising.cfg file in UTF-8 again. After you did this, you should be able to use è and similar characters.
