You set the telnet password in the JTS3ServerMod_InstanceManager.cfg file at the value telnet_password.

There is not much to show you. Just set the MySQL and Telnet stuff in the JTS3ServerMod_InstanceManager.cfg file, copy the web interface directory to your webspace, open the install.php in your browser and follow the instructions. After you are done, start the JTS3ServerMod.jar like written in the manual.

Of course, if the port 5873 is already taken, the bot can't start the telnet server. This is normal for every program.

MySQL can not link from a remote server.It is trying to connect local network. and I turned ipv4 host MySQL.

Deepens on your MySQL server configuration you have to allow the remote host connection. If the Webinterface, JTS3ServerMod and MySQL database are one the same machine, just use 127.0.0.1 for everything.
